The concept design for the Oregon Department of Transportation (ODOT) Headquarters Building on the Capital Mall in Salem was undertaken to identify specific improvements to well-known deficiencies in the 58-year-old building. SERA Architects was selected to perform a building investigation of comprehensive scope and create a recommended design incorporating sustainable design initiatives. Implementation is subject to funding by the Oregon State Legislature during the 2009 biennium legislative session.
The most challenging aspect of the design effort was to retrofit a monumental structure never designed with mechanical (forced) ventilation or cooling capacity. The design team developed a solution that uses a water-based heating and cooling system piped to radiant panels at the ceiling level. Ventilation air is supplied 100% from the outside via small ducts that move only 1/10th of the air volume of a conventional system. This modern mechanical approach provides the greatest possible ceiling height, maximizing daylighting to the work space and optimizing lighting system performance. A seismic upgrade design will be virtually unnoticeable after construction is complete, and will provide space planning flexibility.
Specific sustainable design features include harvesting roof-top rainwater to flush toilets, filtering stormwater through planters to improve water quality, and utilizing filters to reduce water use and sanitary waste. Renewable energy will be provided by new solar panels covering the majority of the roof which will yield 7% of the building’s annual energy demand. |
